A Colorful Human World!

"It was the spring of hope, it was the winter of despair", Dickens wrote. Words, we recognize only too well. Or rather, we instantly recognize the despair, seeing it in the eye of refugees, who travel across the sea in spite of the danger, because staying would be infinitely more dangerous. We see the refugees, who never make it to Europe, drowning in the attempt, and those who make it ashore, only to be met with hate speech and the suspicion that they are extremists. Mainstream media are stimulating that populist speech, which incites hate, while right wing parties everywhere in Europe are calling on the nation state and closing of the borders to the exclusion of others. There is always some "other" to blame for everything. In fact, our societies consist of many "others" at the risk of a situation of fracture in which everyone is made scared of one another. Cartoonists have an important task at hand, and The International Cartoon Contest & Exhibition 2018 invites all cartoonists to make us forget to be scared and find different ways of (re)connecting. Cartooning at its finest is a spring of hope. It gives us ways to critically rethink and find alternatives to bridge the "us" and "them". We get to see the human in the other. Differences in culture or language are no longer too strange or too much to take in. We see that differences are what make for a colorful world. We deserve to be living in a colorful human world and The International Cartoon Contest & Exhibition 2018 invites all cartoonists to take part to make it a reality.

CONDITIONS OF PARTICIPATION:

The Contest is open to cartoonists from all over the world. Cartoonists can send their published or unpublished works of art to the Contest.

The cartoon can be produced traditionally or digitally.

Deadline :15th of March 2018

Each participant may present up to 3 cartoons (size A4). Resolution must be at least 300 dpi.

The Prizes

Grand Prize: 5,000 kr.

Second Prize:3,000 kr.

Third Prize: 2, 000 kr.

Honour Prizes (5): 1000kr.

All participants whose works will be exhibited will receive a Digital Certificate of Participation

A short CV, personal photo, the e-mail address, Skype account (if available), and the postal address of each participant is required.

JURY and EXHIBITIO

Norwegian and International Jury of ten members will make a selection of the submitted cartoons which

are to exhibited in the Norwegian Literature House in Oslo and published in Cartoon Home Network International (Facebook platform

The jury members can be participants only in the exhibition

They will be exhibited to 100 drawings to be evaluated by the Jury Committee

All participating drawings may be exhibited in a touring exhibition in Norway or abroad.

RIGHT

The drawings may be used in the advertising campaign of the exhibition. On no account should drawings or copies be sold.

Commercial exploitation of part or the whole exhibition is prohibited.

Copyright of the exhibition belongs to the organizers.

Participants will receive a digital catalog of the exhibition.

General Information The organizer of the competition is OSTEN Skopje, Republic of Macedonia The selector

assigned by the organizer will select the submitted works, and the international jury will appraise the short-listed works. The official announcement of the awards and the

opening of the exhibition will take place on 31st May 2018 at OSTEN Gallery, Skopje, Macedonia CATEGORIES Cartoon / Satiric drawing / Comic-Strip * * up to one panel of non-linguistic strip Theme / Technique – free Format – ?4 (21.9 x 29.7) or ?3 (29.7 x 42.0)

PARTICIPATION CRITERIA The author can submit several works, but STRICTLY ORIGINALS - hand drawn works. For a regular submission, the author shell fill out the Application Form (electronically or manually)

and send it via e-mail first, preferably together with a short author’s bio. Afterwards, she/he shell send the printed Application Form via post mail along with the works. The submitted works shall remain within the OSTEN collection. By completion of the Application Form, the applicant agrees that the organizer can use,

expose, study and publish the works for the needs of the event.

SELECTION / JUDGING PROCESS The short-listed works selected by the selector are eligible for awards that will be decided by the international jury

WORLD PRESS CARTOON has in 2018 the thirteenth edition and continues to hold its

main event in the city of Caldas da Rainha. We have introduced in this

edition an important innovation: the admissibility of works produced for online

publications. In order to fulfil the high quality standards that are the touch of this

organization, we maintain the last monetary prizes structure, with a Grand Prix that has

the value of ten thousand euros. To distinguish, exhibit, promote

and award the best drawings published in the world press is still our mission. Caricatures,

editorial and gag cartoons that will make a retrospective view of the world’s current affairs in 2017

views from different cultures, drawings where the cartoonists picture and criticize the ways

of the world with humour and a sharp eye. The Jury’s task is always hard: many works from

various cultures and a growing quality. To make judging easier and to guarantee the quality and

rigour to the final selection, it is of the most importance that the authors read carefully the regulation

and present their works in conformity with the rules it defines. A universal saloon demands a universal

participation and clear and equal rules for everyone. Because the WORLD PRESS CARTOON aims

at gathering the best in the international production of humour drawings published in the printed

or on-line journalism every year, this is a meeting the professional cartoonists should not miss!

1. SPECIFICATIONS AND SCOPE

a) The World Press Cartoon covers three main categories: Editorial Cartoon, Caricature and Gag Cartoon.

b) The World Press Cartoon is not a thematic event. Its objective is to distinguish the best cartoons created and published in 2016.

c) In the category EDITORIAL CARTOON, all entries must represent events and issues that marked the news in 2017.

d) In the category CARICATURE, only works in the strictest sense of the term will be considered,

i.e., exclusively humorous portraits.

e) In the category GAG CARTOON, the works to be considered will feature subjects that are not directly related to current issues.

f) Authors are free to submit what they consider to be their best work, although clearly those personalities,

themes and events of a more universal nature will be best suited to such an international salon as the World Press Cartoon.

2. EXHIBITION

A) The exhibition of the selected works and the awards ceremony will take place in

the Spring of 2018, at CCC - Cultural and Congress Center of Caldas da Rainha.

3. ELIGIBILITY

a) Only the originals of the works will be accepted.

b) Top quality printed versions of works produced by digital or mixed techniques will be considered originals

when they are signed by hand by the author, who must indicate the techniques and software used on the competition application form.

c) The original files of works produced by digital or mixed techniques must also be sent, either on CD, DVD or flash drive.

d) The format of the works cannot exceed the European standard A3: 420 x 297 mm.

e) Cartoonists are permitted to submit to the competition one original entry in each of the three categories of the salon:

Editorial Cartoon, Caricature and Gag Cartoon.

f) It is an essential pre-requisite for eligibility that the works were originally printed between

January 1 and December 31, 2017 in printed newspapers or magazines, published on a regular basis and on sale to the public,

or in professional online publications of recognized journalistic nature.

g) As proof of compliance with the preceding paragraph, each original must be accompanied by the respective

full page of publication, on which the date and title of the newspaper or magazine is clearly visible

(note that cuttings, pasted versions,

photocopies or digital prints of the publication are not acceptable).

h) In the case of on-line media, each original must be accompanied by a high-resolution print of a screenshot

of the page on which it was published, where the date and title are clearly visible, authenticated

on the back by the publication’s editor.

i) To confirm the admissibility of cartoons published online, the link to the publication page must be correctly

filled in the registration form and remain functional until March 31, 2018.

j) The author must attach the heading of the newspaper or magazine in which the competing works have been published,

with size and quality that allows their reproduction.

k) If the original work appears with a title, caption or any other wording, these must be translated into English,

to be clearly written on the identification label that will be sent with the original.

l) The works that compete in Caricature should mention the name of the caricatured ones. m)

The participating works should be received by the organization’s secretariat in Lisbon by January 31, 2018.

4. PACKAGING

a) Participating works must be posted in flat packaging, between two hard boards.

b) On the packaging, clearly visible, the words “NO COMMERCIAL VALUE” should appear.

5. WORKS AND AUTHORS IDENTIFICATION a) Each of the works for submission must carry an entry form and identification label,

clearly filled in, and attached to the reverse side of the original.

6. JURY

a) The Jury of five members will be presided by the Salon director.

b) The WPC organization, under the management of the chairman of the Jury,

shall select the original works to be included in both the exhibition and the catalogue.

c) It is up to the Jury the award of prizes and honourable mentions.

d) The decisions of the Jury will be taken by majority vote and will be final.

7. RETURN OF THE WORKS

a) All of the works which comply with the terms of eligibility will be returned to their authors,

whether they are selected or not to appear in the exhibition, except for works that have

won a prize or an honourable mention in the competition.

b) All exhibited works will be returned after the closure of the main exhibition in Caldas da Rainha and subsequent tour exhibitions.

c) Digital prints will not be returned.

d) The author must provide his/her full postal address as indicated on the application form, including street,

town/city, postcode and country.

e) For purpose of works and catalogue expedition, Postal Office Box numbers are not accepted.

8. CATALOGUE

a) Authors whose works are selected to the exhibition will receive a copy of the catalogue.

9. ROYALTIES

a) The submission of a completed entry form and identification label will automatically imply the waiving

of the author’s royalties vis-à-vis the non commercial reproduction of his/her work.

b) The awarding of a prize to a specific work will automatically imply the waiving of its author’s royalties

to the organization of the World Press Cartoon.

10. PRIZES

a) The structure of the prizes will be as follows

b) Chosen from all the entries in the competition,

the World Press Cartoon will award the best work with the Grand Prix of 10 000 euros.

c) The Grand Prix winning work will be chosen from the three first-prize winners.

d) The Grand Prix winner will only receive the amount indicated for this prize, i.e., it will not be added to

the amount indicated for winning the category first prize.

e) The prize values indicated above refer to gross amounts and therefore are subject to Portuguese taxation at the rate in force.

f ) According to the standard of the works submitted to the competition

the Jury reserves the right not to award prizes in every category and level indicated in the table above.

g) All the prizes will be authenticated with a diploma and the winners will receive a trophy.

h) The nine prize winners will be invited to attend the Awards Ceremony to be held in Caldas da Rainha in the Spring of 2018.

i) In addition, the Jury is permitted to select other works for the distinction of Honourable Mention

which will be symbolised by a medal and authenticated by a diploma.

j) All prize-winning works and those awarded honourable mentions become the property of

the World Press Cartoon organization.

k) Every newspaper or magazine in which a prize-winning work was published will receive a diploma

in recognition of the World Press Cartoon award.

l) Every artist whose work is selected to appear in the exhibition and catalogue will receive a certificate to mark

the participation in the salon.

Theme: Child and Digital Dependency "Child and Digital Dependency" is expected to be caricaturized by caricaturists with an enriched perspective through original concepts and topics The International Wise City Kocaeli Cartoon Contest is organized, and will be organized every year

by the Kocaeli Metropolitan Municipality in Kocaeli, Turkey. The contest welcomes both professional and amateur cartoonist of all countries The jury consists of will gather in April 2018. The award ceremony of the International Wise City Kocaeli Cartoon Contest between dates 21-23 April 2018 in Kocaeli

.Theme: CHILD and DIGITAL DEPENDENCY

. The competition is open to professional and amateur cartoonists of all countries (There is no age limit)

. A maximum of 5 works can be posted related to the subject of the competition  (Works must be sent by a single post)

The submitted work with missing participation form, photograph, wet-ink signature etc. will be out of the evaluation.

 Kocaeli Metropolitan Municipality is not responsible for the damage to the work in the post.  The works participating in the competition will not be returned.

The participant licenses and exclusively permits the Kocaeli Metropolitan Municipality for the use rights which is described under the Turkish Intellectual and Artistic Works Law No. 5846, 21.-25: on processing, reproduction, distribution, representation in any way, use of fiscal rights, transferring those rights to third parties without limitation of any place, time and number restriction of the participated work(s). The participant further accepts the Kocaeli Metropolitan Municipality has the rights to keep submitted work(s) in archive, to publish them on the internet and in other forms, including but not limited to the use of them in any way they desire, and in respect of the financial rights transferred for that reason is accepted by participant and declared in advance that they will not engage in any transactions with 3rd persons for the mentioned rights.  All award winners’ transport and accommodation costs will be covered by the Kocaeli Metropolitan Municipality to attend the award ceremony.

Success prizes only include participants who live in Kocaeli province.  The last entry into the competition is on Monday, April 02, 2018.  Members of the jury and 1st degree relatives can not participate in the competition. The authority to decide whether the submitted cartoons should be published on the website belongs to the Kocaeli Metropolitan Municipality. If one or more of the names mentioned in the jurys can not attend due to force majeure,

Conditions and rules Initially, each participant can submit up to 3 entries in digital format by sending

them before March 15th, 2018 via internet (Upload) to the following address: www.nielsbuggeaward.org/sendcartoon.html together with the digital entry form with the informations about the author.

Size for the first round: A4 Format, 300dpi, 2480x3508 pixel (approximately), Max. 5 MB each file. The cartoons received after the deadline will be rejected. Out of these submissions, the jury will make a selection of 100-120 drawings.

Only the selected artists will be asked to send the original work by post. All these works will be shown at the exhibition. The works can be made in black & white or color, with any drawing technique, we accept only wordless cartoons, without subtitles. The submitted work should not have been awarded before the deadline of this contest. Cartoon works will be appreciated by the International Jury. The award winners selected by the jury will be personally informed via e-mail. The final decisions of the jury are incontestable. The Prizes are 1st Prize : 3.000 €, Gold plate and diploma 2nd Prize : 2.000 €, Silver plate and diploma 3rd Prize : 1.000 €, Bronze plate and diploma The selected participants give the organizers permission to use their drawings only for promoting the artist and the event itself. Every other aspect of the copyright remains with the artist (except for the awarded submissions). with the theme resistance. We would be very grateful if you could help us spread the word to cartoonists all over the globe:

International Cartoon Competition & Exhibition: The Art of Resistance

Cartoon Movement is inviting cartoonists from around the globe to send in their work for a new international cartoon competition and exhibition with the theme resistance.

"What would you do?" - may be the most asked question when we talk about oppression and resistance during World War II. Many of us wonder: what would I do under those circumstances?

Resistance is not a simple choice. The outcome of resistance is never clear, and the consequences of such a decision could be dire, to you, or, perhaps even worse, to your family.

Great ideals such as (fighting for) freedom, democracy and human rights are often associated with resistance, but perhaps the human conscience is the most important motivator for us to take action, to resist when we see our fellow humans facing injustice and or repression. Not resisting out of a love for exalted values, but out of a sense of responsibility for the people around you.

In the age of Trump, growing inequality, corporate greed and rising populism, resistance is still as relevant as ever. Show us your way to resist in a cartoon!

Rules of Participation

 This competition is open to all cartoonists from all over the world. Cartoonists can send in work that is unpublished, or work that has been published before.  The cartoons should reflect the theme resistance. Cartoon can black and white or in color, and be created using any technique.  Cartoons must be sent in via email tocartoons@cartoonmovement.com
.  Cartoon size must not exceed A3 at 300dpi, in PNG or JPG format. Each cartoonist can send in a maximum of three works. Participants must include the following in their submission: Full name & address Email & telephone number Short bio (max. 250 words)  The deadline of the competition is February 23, 23:59 GMT.

Prizes

A jury will convene in March 2018 to select cartoons for the exhibition and to determine the winners.  The first prize winner will receive €1000 and a plaque. In addition, the winner will receive one night accommodation for two

persons to attend the opening of the exhibition on May 24, 2018 in Middelburg, the Netherlands. (Please note that travel costs are not included. uhe second prize winner will receive €750 and a plaque. The third prize winner will receive €500 and a plaque. Ten honorable mentions will receive a plaque.  Selected works will be included in the exhibition The Art of Resistance, which will be on display in de ZB in Middelburg

and (optionally) other locations during in spring/summer 2018. Selected cartoon will also be published on the website of Cartoon Movement.  Winners and artists of selected works will be informed by the end of March 2018

1. Copyright of the submitted cartoons will remain with the artist. 2. Submitted cartoons may be used (non-exclusively) by the competition organization for the exhibition and for promotional purposes, in print and online.

Competition Rules

 Theme: “Lucid waters and lush mountains,beautiful homeland” Focus on the theme of the competition, though contributions relating to environment protection are also accepted.

 Schedule Submissions will be accepted beginning December 1, 2017 The deadline for entries is December 30, 2017

Notice: Since the deadline is set upon the receipt of the works, it is suggested to have the works delivered as early as possible.

 Requirements

 There is no limitation of numbers of participant’s submission.  Paper submissions should not be smaller than 210 mm x 297 mm. Please print the title, participant’s name, college name, address and other contact information on the back of each submission.  If you submit your contribution via email, please follow the resolutions: - 300 dpi (file size no bigger than 2MB) - JPG - RGB - Longest side of the file should be under 1000 pixels  Criteria for paper submissions: title of the work, participant’s name, and the name of the college or university he or she attends are required, author’s pen name is optional. Caption of email contribution should be in .TXT format and include the title of the work, participant’s name, institute participant attends, address, and telephone number.
